Many Android devices need custom driver software to enable a computer recognize the devices. On top of that, it provides access a Unix shell that a user will be able to use to run a variety of commands on an emulator or connected device.
On the other hand, in order to flash an Android system image, ADB and Fastboot tools should be firstly installed on a Windows-based computer. ADB allows you to send commands to your Android device over USB through a terminal/command-line interface such as Windows Command Prompt while Fastboot allows you to flash images to your Android device. That’s why you are going to need them both.
