Download a custom modified version of TWRP Recovery for Xiaomi Mi A1 (codename Tissot) running the latest Android One based on Oreo build (Android 8). You will need to use TWRP v3.2.2 to reboot into recovery and then flash the TWRP v3.2.1 from it.
p.s: The above build of TWRP is for Oreo-based ROM. Hence, please use the official TWRP v3.1.1-0 if your phone still runs Nougat-based ROM.
